Purpose:

The specific matters in charge are as follows:
(1) Domestic preparation period (late August 2023 to early September 2023). After understanding the background of the request and the content of  cooperation (collection and analysis of materials and information such as request forms, provisional research plans, and related reports), consider the information that should be collected during the field survey. In particular, extract results, challenges, lessons learned, etc. from projects in the region and other SATREPS projects.
Create a draft questionnaire (in English) for related organizations in Tanzania and other donors (WHO, WOAH, World Bank, etc.). The prepared questionnaire (draft) will be submitted to JICA before dispatch to the field. The questionnaire will be distributed to the recipient government agencies, other donors, etc. before the field survey.

(2) Local work period (early September 2023 to late September 2023). Participate in meetings with JICA Tanzania Office, etc. ÿ Participate in
discussions and field surveys with related organizations on the Tanzanian side, and provide explanations about the purpose, methods, procedures, etc. of the survey. In addition, they will work with JICA members to prepare the minutes. ÿ Through collecting responses to the questionnaire distributed in advance and through ÿ above, information and materials will be collected and organized, and the current situation and issues will be understood and analyzed. Specifically, we assume the following, but if there are any other items that should be investigated, please suggest them in the proposal. a) Background and content of the request b) Development plans, policies, and systems in Tanzania and the African region related to this project, and the positioning of this project c) Development trends in the livestock and zoonotic disease fields in Tanzania.

(3) Post-return sorting period (late September 2023 to mid-October 2023). Propose a draft summary of evaluation survey results (Japanese/English). ÿ Attend debriefing sessions and domestic meetings, and report the results of research related to your field of responsibility. ÿ From the perspective of analyzing the situation surrounding the project and the six evaluation criteria, compile the information necessary for the draft risk management check sheet together with members from other fields. ÿ Analyze the project from the perspective of six evaluation items (relevance, consistency, effectiveness, efficiency, impact, and sustainability) and cooperate in creating a draft project ex-ante evaluation sheet.
