Contract name: LOAN 54118-001 PRC: Strengthening Public Health Institutions Building Project - FC CS 01 Consulting Services-Project Management Consulting Service

Contract description: According to the specific requirements of the main work of project management and capacity building consulting services, the main tasks of the consulting company are mainly composed of two parts: project management and capacity building, respectively.
Project Management: The consulting services will support EA, IA, and PIE project management and capacity development. The specific requirements of the project management consulting services are

(i)Establish institutional frameworks, operating procedures, document filing systems, and work plans to guide and facilitate project implementation.

(ii)Establish the Project Performance Monitoring System (PPMS) as required by ADB, including establishing a baseline and operational mechanism for data collection, analysis, and reporting, and assisting in the establishment of a project management system on an e-commerce platform, introducing a Management Information System (MIS), including internal procedures for routine data archiving, internal processes between EA, IA, and PIE on PPMS, procurement, disbursement, financial management (including internal audit), and necessary reports on project progress and safeguards. Assist GPMO in the procurement of MIS in accordance with ADB's procurement policy and perform preliminary work such as framework design for system development.

(iii)Technical review and expert opinion on detailed design in accordance with design specifications and standards.(iv)Contract administration during project implementation, including bidding and contracting, monitoring construction progress, conducting regular site visits and providing technical input to construction planning, overseeing and monitoring quality control of sub-project construction, preparing progress reports, reviewing and certifying contractor payment requests, providing expert advice, reviewing and justifying contract changes and preparing necessary documentation, coordinating between contractors and stakeholders of project implementation; coordinates day-to-day operations.

(v)Establish an efficient and effective financial management system for project implementation in accordance with ADB's policy and procedural requirements.

(vi)Provide support during project implementation to ensure compliance with ADB requirements in the areas of environment, involuntary resettlement, ethnic minorities, gender, and social development.

(vii)Prepare the necessary information for ADB's loan management team during project implementation.

(viii)Develop training plans in consultation with EA and IA.

(ix)Organize and provide necessary skills training on construction supervision, project management, implementation of social and safeguard measures required by ADB, project financial management, procurement procedures, and anti-corruption standards, including coordination and preparation of study tours related to project-related aspects.

(x)Raising stakeholder awareness and creating an enabling environment for subproject implementation.

(xi)Audit of procurement documents, including technical specifications, bidding documents, bid evaluation procedures, contract negotiations

(xii)Update project financial information, cost statements, financing plans, and financial and economic analysis; review safeguards and prepare for ADB's mid-term review and project completion
assessment.

(xiii)Provide construction oversight for some subprojects (as needed).

Engagement Period: 60 MONTH
