Description: The Government of Zimbabwe, through the Ministry of Public Service Labour and Social Welfare (MoPSLSW) is committed to the protection, care, and welfare of all children in Zimbabwe. This commitment is expressed in the MOPSLSW ’s development and implementation of successive National Action Plans for Orphans and Vulnerable Children from NAP I to NAP III, and relevant national policies to guide prevention of, and response to child protection violations in Zimbabwe.
In October 2019 Zimbabwe acceded to the Global Partnership on Ending Violence Against Children, acquiring Pathfinder Status, which was publicly announced by the Minister of Public Service, Labour and Social Welfare in November 2019. UNICEF is supporting the Government of Zimbabwe through the MOPSLSW to fulfil obligations and implement actions outlined in the Pathfinder process. Key obligations include:
    Development of a National Action Plan on Ending Violence Against Children. 
    Advocacy for high-level political support to end VAC
The new NAP is an overarching framework which has dedicated chapters and sections on the following thematic areas:
1.    Child protection,
2.    Strategies and interventions for Ending Violence Against Children
3.    Social protection
4.    Child labour
The global objective of the assignment is to support the Government of Zimbabwe through the Ministry of Public Service, Labour and Social Welfare (MoPSLSW) to review the National Action Plan for Orphans and Vulnerable Children (NAP for OVC III), with the findings, lessons and recommendations informing the development of a new five-year NAP IV (2023-2027) fully costed and with a clear Monitoring and Evaluation Framework. The new NAP IV will integrate strategies to end Violence Against Children, child protection, social protection, and child labour
