Description of Services: Increase digital awareness and presence of Caribbean IPAs in order to attract FDI.

Scope of Services
The scope of services includes the following:

  • Inception: Liaising with stakeholders and reviewing background information on CAIPA’s current investment promotion strategy, skills and staffing levels, operating systems/tools; the IDB´s members´ digital communications strategies and existing work undertaken that identifies the value proposition of the Caribbean as a whole and of the priority sectors;
  • Execute a baseline investor perception survey, targeting regional as well as foreign investors (existing and potential), with a view to collecting information on the value proposition of the Caribbean and the region´s priority sectors. The survey should also be designed to collect key information on the IDB member countries of the region.
  • Conduct Investment trend analysis, in the three key sectors selected, to determine the volume, sources, destinations, types (sectors and business activity), and impacts of FDI flows; outlook; issues shaping corporate investment behavior in key sectors; and to identify promising sources and competing destinations.
  • Perform a Competitiveness/location benchmarking analysis (qualitative and financial analysis) to objectively rank the Caribbean’s key locations against its competitors.
  • Using the information from the survey and desk research, develop a location branding strategy for the Caribbean focused on the attraction of investment.
  • Developing the Caribbean’s value proposition in three sectors: BPO, RE, and AgTech.
  • Based on the findings, define the most suitable digital communication strategy to communicate key messages.
  • Develop a Capacity Building Action Plan for the beneficiary countries on digital FDI promotion, which details training and other capacity building to be delivered under this assignment.
  • Provide training in the execution of investor perception surveys, the development of location branding strategies and digital communication strategies to attract investment, employing a coaching methodology that allows the IPAs to develop draft strategies for their territories.
