Description

Title: 81304909 - Technical support to GCM

Description: The German Federal Ministry of Economic Affairs and Climate Action (BMWK) has commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to implement the project "Global Carbon Market", hosting Carbon Market Units in Uganda/East Africa and the Caribbean Region in 2023-2026. Its overall objective is to increase the use of market mechanisms by the public and private sector. Therefore, the project comprises a variety of activities that are being implemented by the Carbon Market Units in the respective countries together with local institutions. Activities include conferences, training activities for specific sectors and project types, and individual advice for local and German stakeholders. The Carbon Market Units also provide policy advice for partner countries in their efforts to use more encompassing climate protection instruments. The Germany-based management unit is providing advisory services to BMWK. In addition to the country-level work of the units, the current assignment also has a broader focus on other countries and positions the Germany-based management unit to support the BMWK. Striving for excellence in providing BMWK with timely and thorough expertise, advisory services, and high-level knowledge products within the scope of this project, GIZ is seeking to engage a highly qualified consulting firm or a consortium of firms (the "Consultant") to support the achievement of the project objectives.

The buyer reserves the right for additional purchases from the contractor, as described here: Continuation of the activities described in section 2 of these ToRs with possible expansion of these activities to include new work packages of the same type. Within the framework of the available financing, the number of expert days and the budget specified in section 5 of these ToRs are increased in proportion to the additional activities that are now required.
