Support in the preparation of Census 2011 - Kosovo

The global objective is to contribute to strengthen the Kosovo statistical system in implementing the Population and Housing Census 2011 that will be used as a basis for decision-making by public authorities and private agents, as well as a fundamental infrastructure for the statistical system.

Specific objectives are to:

To design (including the drafting of Terms of Reference) the project to be financed under the IPA 2008 programme that will support SOK in the preparation and implementation of the population census;

To support SOK in defining communication and outreach strategies for extending the participation of minority communities in the census and in implementing a series of preparatory activities as defined by the roadmap for the population census.

Required outputs:

Analysis of the low participation of the Serb communities in 2006 and 2008 pilot censuses and recommendations;Outline of the planned communication and outreach strategy for the census;

Action Plan for implementing communication and outreach strategy for 2011 population census:

Census kick-off conference organised, including a prepared programme preparation and a drafted Press Release, communication with media guaranteed;

At least drafts of census forms (individual, household and dwelling questionnaires) and drafts of instructions manuals submitted to the Central Census Commission and to the IMO.

Its objective is to ensure the widest possible participation of all ethnic groups at the census;
