Description
The purpose of the overall Water Supply and Sanitation Sector Reform Programme (WSSP) is to increase the access to safe, adequate and sustainable water and sanitation services in six EC focalstates.
The Programme aims at achieving 4 results:
1. Improved Water Governance at Federal Level
2. Improved Water Governance at States and LGA levels in the 6 States
3. Improved Water Service Delivery in Urban Areas in the 6 States
4. WSS & Hygiene Promotion in 1400 rural communities and 60 small towns
The objective of Lot 3 is the establishment of three State Technical Units in Kano, Jigawa and Yobe States.
The Services:
Programme management/coordination
Facilitation of the water and sanitation reform process:
• Propose a business model at state water utility and local level and support its implementation
• Review existing legal and policy framework and support the states in the preparation, drafting and dissemination of a state sector policy
• Assist the States in establishing a regular communication flow
• Provide support for the development of a partnership agreement between States and LGAs
• Facilitate establishment and/or consolidation of state water reform task force
• Provide expertise and support for the preparation of 2006 Annual State WSS Investment Plan
• Initiate the process of preparation of the MTEF and assist the States/LGAs in the preparation.
Implementation in urban areas and small towns
Baseline study on water and sanitationRehabilitation of water schemes in urban areas and piloting innovative low income strategies
Programme awareness and selection of small towns (UNICEF)
Support community sensitisation and mobilisationwith special focus on gender involvement
Establish Water Consumers Associations (WCAs) emphasising participation of female members
Assist LGAs and WCAs to conduct inventory ofwater facilities
Conduct financial and economic analysis for different water supply options
Assist and train WCAs to develop investment plan
Develop recommended models for PSP and O&M and provide training for O&M
Design of water supply facilities and preparation of technical specifications and tender dossiers
Engage and supervise field staff for supervision of construction works
Inventory of possible Private Sector Partners andassess Capacity of Sanicenters
Develop options for supporting construction of basic sanitation
Information Processing and Monitoring
Facilitation of Implementation of “Externalized” Activities.
