Description
Challenge: The Ministry of Education and Sports (MOES) has embarked on a process to formulate a 10-years Strategic Plan for the development of the Business, Technical and Vocational Education and Training (BTVET) sub-sector. BVET in Uganda is currently not appropriately responding to the needs of the labour market, since it is not sufficiently accessible to the vast portion of the country’s population in need of skills development and further training. In addition the current training supply is often of low quality.
Our solution: CINOP provides MOES with a comparative unit cost assessment for different BTVET programmes provided at different levels; in formal, non-formal, public and private BTVET set-ups, in order to support cost-effectiveness estimates for different providers. CINOP will also will also generate data on revenue and expenditure structures in 60 selected BTVET institutions, and come up with recurrent unit costs for different programmes for planning and budgeting purposes.
