Contract Description: Independent Evaluation of the Global Financing Facility for Women, Children and Adolescents (GFF)

Scope: to design and conduct an independent evaluation of the GFF to respond to the evaluation objectives and questions, as agreed upon by the Evaluation Steering Committee (see Annex A for current draft). The anticipated period for completing the evaluation is from February– November 2024, subject to the time required for key processes (e.g., Steering Committee deliberations, procurement, contracting).
The evaluation should cover the period from inception of the GFF in 2015 to the present, with a primary focus on the current strategy period covering 2021-2025. The evaluation should also consider the evolution, key strategic shifts, and adaptations to the model from the initial period through to the present.

Expected tasks of the evaluation team will include (but are not limited to):
 Inception phase:
o Conduct desk review, to include documents related to the:
 GFF strategy, country engagement model, operational structure, and support modalities;
 country-specific mid-term and endline reviews/evaluations;
 results achieved to date; and,
 other analytical documents or reports that may inform a more holistic understanding of the GFF approach (e.g., Future of Global Health initiatives study)
o Develop evaluation methodology and plan, including:
 Thorough assessment of the feasibility of answering the evaluation questions and sub-topics
 Careful consideration to development of the most suitable approach to evaluate GFF value add.
o Validate the evaluation approach, data collection tools, and evaluation plan
 Implementation phase:
o Conduct evaluation per the approved approach
o Participate in bi-weekly update call with GFF Secretariat and provide meeting minutes documenting updates and any key decisions made
 Dissemination phase:
o In coordination with the GFF Secretariat and the Steering Committee, participate in dissemination activities to share findings and recommendations, as relevant
 Present to and consult with evaluation Steering Committee at defined timepoints:
o Inception phase
o Draft inception report
o Preliminary findings and recommendations
o Final findings and recommendations
