Contract Description: Romania: Technical Consultant Romania Hospital Public-Private Partnership Project

The project is planned to be implemented in two phases:
Phase 1:
o Project preliminary feasibility study.
o Project due diligence, structuring, and preparation of the PPP feasibility study as required by the Romanian legislation.

Phase 2:
o Preparation of tender documents (request for qualification, request for proposals and other necessary documents).
o Tender Process to be implemented in two stages(prequalification and submission of proposals).

Scope: to support implementation of the Project in phases 1 and 2, as specified further in these Terms of Reference (TOR). Consultant will work under the coordination and supervision of IFC and will report to the IFC on all the aspects and deliverables of this assignment. IFC will separately recruit an international legal consultant supported by the local legal consultant who will be working under IFC’s supervision and in close collaboration with the Technical Consultant throughout the duration of this assignment.
