Contract name: IND: Project Development Consulting Services for Preparation of Integrated Blue Economy & Coastal Resilience Vision Master Plan for the entire shore in Nagapattinam District and DPR for development of two Beaches in Nagapattinam District 

Contract description: To prepare Climate Resilient Master Plan for the entire coastline (beaches) for Nagapattinam District. To prepare Detailed Project Report (DPR) for two beach locations based on the above Master Plan, as per client requirement with necessary climate proofing measures. Scope of Work:

• To promote the strengths of Nagapattinam district and elevate the shoreline as a distinctive destination for recreation, cultural interpretation, and religious tourism, thereby boosting the local economy.
• To transform coastal sites into hubs for eco-tourism development and livelihood creation, emphasizing ecologically and culturally sensitive placemaking.
• To study and suggest climate resilient nature-based beach renourishment, dune enhancement, and wetland restoration.
• To reduce coastal vulnerability through the management of natural assets by
• Restoring and conserving coastal ecosystems/habitats and protecting critically vulnerable coastal areas (CVCAs)
• Shoreline management investments with a focus on Nature based Solutions (NBS) and hybrid solutions.
• To identify investments for Blue Economic development that increase ecotourism and cultural tourism opportunities; support livelihoods in fisheries and aquaculture
• To identify prominent nodes along the coastline for development as public spaces, enhancing the overall experience for tourism visitors. This involves the implementation of well-designed amenities, interpretation Centres, and effective wayfinding systems.
• To prioritize local economic development while maintaining a delicate balance with environmental conservation. Strive for the long-term viability of tourism, fisheries, and coastal habitats by fostering sustainable practices and promoting responsible environmental stewardship.
• To foster a sense of ownership through active community participation and ensure that the community plays a central role in shaping the project's development and success, particularly integrating the communities whose livelihoods are dependent on the sea and beaches.
• To collect and review the available secondary data, reports, rules, regulations, legal, environmental, social factors, etc.,
• To prepare an Integrated Blue Economy & Coastal Resilience Vision for Nagapattinam district by identifying four strategic nodes for Shoreline
  Development Master Plans.
• To conduct a comprehensive community engagement for fishermen, hawkers and other petty traders, particularly integrating the communities whose livelihoods are dependent on the sea and beaches.
• To identify two prominent nodes along the stretch as pilot sites and prepare a comprehensive Detailed Project Report for implementation.
• The report shall recommend communication strategies that include signage, outreach programs, study packages, supervision, monitoring, clearances requires, guidelines to be adhered, etc.
• To prepare a plan for sustenance and long-term maintenance of the planned infrastructure with necessary costing.
• The conceptual landscape and architectural design will incorporate all of the design information into a cohesive and aesthetic vision
• Prepare detailed designs, presentation drawings and working drawings a 3D Walk thru spanning for 5 minutes shall be prepared for all aspects involved in the project.
