2.1. Procedure
Title: 81308703-Strengthening Civil Society in the Localisation of the Women, Peace and Security Agenda in the Great Lakes Region

Description: The contractor contributes to the project objective: Civil society and governmental stakeholders have incorporated local perspectives into the implementation of the Women, Peace and Security (WPS) agenda in the Member States of the International Conference on the Great Lakes Region (ICGLR). The tender is divided into four different work packages. Work packages 1-3 contribute to Output 1 of the overall project: "The capacities of selected grassroots organisations in 4 ICGLR Member States working on the local implementation of the WPS agenda have been expanded" whereas work package 4 contributes to Output 2 of the overall project: Civil society stakeholders working to implement the WPS agenda are networked more strongly with one another and with ICGLR. Work package 1 relates to the capacity-building of 12 selected grassroots organisations in four ICGLR Member States (Burundi, DRC, Rwanda and Uganda) working on the local implementation of the WPS agenda. Work package 2 aims to set up a low-treshold funding mechanism under which the 12 selected grassroots organisations will receive funds in the form of local contributions to implement project related to the local implementation of the WPS agenda. The contractor will develop a concept note outlining the functioning of the fund, including the thematic and geographic focus of the projects, disbursement, monitoring and reporting modalities, etc. Work package 3 focuses on the capacity-building of identified regional networks and their national
members to monitor and report on the implementation of the 12 grassroots initiatives. This will allow for stronger ownership at national and regional levels to monitor and report on grassroots initiatives and ensure locally collected data can feed into national and regional datacollection mechanisms and policy-discussions . Work package 4 aims to strengthen advocacy and regional networking on the implementation of the WPS agenda with one another. The contractor provides specialist and technical advice to civil society networks to identify their common priorities regarding the local implementation of the WPS agenda and ensure grassroots concerns feed into national and regional policy-making spaces.
