Project Support Services for Infrastructure projects in Naya Raipur (Phase-I)

Short description of the project:

Naya Raipur, the proposed capital city of the state of Chhattisgarh is being developed as per the provisions of the Naya Raipur Development Plan – 2031. The city is divided into 21 sectors and is envisaged to be developed in phases. The Naya Raipur Development Authority (NRDA), established for the development and administration of the new city hired services of LASA as Project Support Consultants (PSC Infrastructure) to perform as an operations unit supplementing and enhancing the existing skill mix of NRDA in design and implementation of the sector level infrastructure projects.

The Infra-PSC is meant to be an operations unit supplementing and enhancing the existing skill mix of NRDA, rather than a supervisory body. It is expected to work in tandem with the existing staff with focus on strengthening design and implementation of the projects. The focus of Infra-PSC is to enhance the pace and quality of implementation of infrastructure projects. The Infra-PSC shall support and assist NRDA in carrying out the following activities:

Creation of data and design bank.

Preparation of conceptual and detail layouts for the land parcels identified by the NRDA with detail land uses and social and public utilities within the network of the Naya Raipur development Plan.

Prepare detail landscape plans for the recreation area and public spaces, road side plantation, rotaries, street furniture and architectural design of utility buildings

Design of infrastructure – formation levels, strom water drainage system, water supply system, sewerage system, solid waste management system and social infrastructure.

Design of transport network - Design of the road network and traffic system at sector level, Geometry of road network, Cross sections and longitudinal section of the road, Design of the interchanges, Design of the culverts, subways, small bridges, Design of the pavements, etc.

Preparation of cost estimates.

Preparation of Bill of quantities.

Preparation of bid documents.

General supervision on site to check specific compliance the quality of work and highlight any deficiency at the instance of NRDA.

Coordination with the PMC/Other implementing agencies in Contract Management – Monitoring the entire contract operation, help NRDA in arbitration and advise in contract Management.

Preparation of EOI and RFP documents/Vetting of EOI and RFP documents prepared by NRDA in order to appoint consultant only for specialized jobs in Infrastructure, transport design and implementation.
