Objective: The European Agency for Special Needs and Inclusive Education (the Agency) was established in 1996 by agreement between the Ministers of Education in its member countries. It is a permanent network of ministerial representatives and acts as a platform for collaboration for its 31 member countries. The Agency member countries’ shared ultimate vision for inclusive education systems is that all learners of any age are provided with meaningful, high-quality educational opportunities in their local community, alongside their friends and peers. This vision is the focal point of all Agency work. The Agency is co-funded by the ministries of education in its member countries and by the European Commission (EC) via an operating grant within the European Union (EU) Erasmus+ education programme. The Work Programme 2025 is not a standalone project. It is an integral part of the Multi-Annual Work Programme (MAWP) 2021–2027, which has been approved by Agency member countries in line with their policy priorities. The specific objectives for 2025 are to: • take forward the implementation of Thematic Country Cluster Activities (TCCA) cycle1 work (2023–2025) with the involvement of Representative Board members (RBs); • support the country clusters in implementing the cluster activity plans (CAPs) to achieve results in the three thematic areas they are working on (monitoring and evaluation of policy implementation for inclusive education; developing strategies for supporting collaborative, cross-sector working across all levels and sectors; and developing multi-level, multi-stakeholder quality assurance and accountability frameworks for inclusive education); • take forward the Agency’s on-going MAWP activities (incl. Country Policy Development Support (CPDS), European Agency Statistics on Inclusive Education (EASIE) and Country exchange activities). The Work Programme 2025 is fully aligned with, and directly contributes to, European and international stated priorities.
