Project details:
The project improved the capacities of the EPAC and established a civil society exchange and participation with this structure. It addressed the quality assurance of educational reforms, increased accountability of the Government to the public and strengthened the voice of the public in the decision-making process on policy level. Also it focused on involving civil society in the policy- making, decision-taking and policy implementation processes, through the establishment of structured mechanisms for consultation and collaboration. It lead to establish a structured dialogue between the Government and Civil Society, as well as enhanced transparency and accountability, and strengthened the democratic foundations of a society.
Overall Objective:
To contribute to an effective and democratic educational system in the Kyrgyz Republic.
Specific Objective:
To further develop the Education Public Advisory Council as the appropriate monitoring body to ensure the quality of participatory policy reform
The results of the project are:
Result 1:
The capacities of the EPAC have been strengthened to fulfil its role as laid down in the presidential decree 212 (29.9.2010)
Result 2:
EPAC interaction with governmental agencies and civil society to increase transparency and participation in the reform process has been improved.
Result 3:
Civil society is trained and better enabled to monitor the implementation of educational reforms and produce relevant, appropriate and feasible recommendations for EPAC.
Thus the project contributed to better transparency of education initiatives undertaken by the Government and to made the Government to be more accountable to the public.
Target groups: Members of EPAC, members of President’s Council, members of MoES, representatives of local authorities, representatives of Civil Society, representatives of media.

Activities:
Training on EU best practice on public monitoring & evaluation, and on education reform development & elaboration / reform monitoring & evaluation
Activities on institutional setting and enhancing of EPCA under the Ministry of Education:
- Development of strategic, operational plan and supporting documents EPAC based on examples of best practice and education in EU
- Formation and training of expert groups of the Quality Council
- Analysis of existing conceptual and strategic documents on the development of education, development of recommendations for its development, monitoring and evaluation
- Technical supporting equipment of EPAC
Round tables and seminars on visibility of EPAC, involvement of civil society actors and mass media with resolutions or memorandums on establishment of operational and productive consultation mechanism on education reforms
- EPAC support of establishment and development of cooperation with civil society
- Support EPAC on testing of the tools of development of public relations media
- Pilot monitoring of educational reforms
Visibility to education reforms through publications, mass media articles and interviews
Visibility EPAC activity through establishment of its website and feedback mechanisms with the population
- Dissemination of information about results of EPAC activity
