Purchase of three ST 243 Soxtec solvent extraction systems and accessories from Foss

The rationale or circumstances for limiting competition.
TSD currently has Foss 2043 extraction instrumentation that has been in service for the past 17 years and are in need of replacement. Foss manufactures the ST 243 extraction unit that is a direct replacement of our current equipment employed to perform the reference methods. The analytical method involves hot solvent extraction of oil from various grains, oil seeds, and processed commodities. Our extraction method is critical to provide oil reference data used for the calibration of field instrumentation supporting the official inspection system vital to facilitating the marketing of U.S. grain. It is imperative to minimize any changes when replacing old instrumentation to retain continuity of services to reduce any disruptions in operations and support of the grain industry that may occur from unnecessary method development and deviations from the current method. If the aging instrumentation continues to fail it will disrupt the ability to maintain and update field instrumentation calibrations impacting the accuracy and integrity of the official inspection system.

Minimum requirements:
• Must be a manual hot extraction solvent system capable of utilizing petroleum ether
• Must have the capability to recapture solvent
• Must use 230 V, 50-60 Hz power
• Must have a water supply requirement of 1-2 L/min
• Ventilation requirements must be suitable for chemical hood use
• Must have an extraction capacity of at least 6 samples
• Must be able to use 26 x 60 mm or 22 x 50 mm cellulose thimbles
• Must be able to utilize aluminum extraction collection cups
• Must have an operation temperature of 80-285 ̊C
• Must have the capability to adjust the temperature within the operation range.
• Must have an extraction range of 0.1-100 % oil content
