Description: GENERAL CONDITIONS 1. The contracting authority in this procedure for the selection of a public procurement contractor is the Municipality
of Sungurlare with administrative address: Sungurlare, 2 “Georgi Dimitrov” Street, Burgas Region. 2. Legal basis for awarding the contract: The contracting
authority applies the procedure of Art. 18, para. 1, item 1 of the Public Procurement Act for the award of a public procurement contract of value under Art. 20, para. 1, item 1, b. “b” of the Public Procurement Act – Open procedure 3. The object of the public procurement is a “service” within the meaning of Art. 3, para. 1, item 3 of the Public Procurement Act - “the provision of services”. 4. The subject of this public procurement is: "Preparation and delivery of hot lunch to vulnerable groups of people on the territory of the Municipality of Sungurlare under the "Hot Lunch" procedure from the "Food and Basic Material Assistance 2021-2027" Program. General conditions The public procurement is awarded under the terms of Art. 114 of the Public Procurement Act in connection with the announced Procedure for direct provision of grant aid No. BG05SFPR003-1.001, financed under the FOOD AND BASIC MATERIAL ASSISTANCE PROGRAM 2021-2027 /PH OMP 2021-2027/, co-financed by the European Social Fund+, under which the Municipality of Sungurlare is a specific beneficiary. When implementing the subject of the procurement, the Specific Beneficiary's Manual for the implementation and management of contracts under Operation "Hot Lunch" and Regulation No. RD-06-53 of September 17, 2021 on the terms and conditions for determining the target groups and directing assistance under the Food and Basic Material Assistance Program 2021 - 2027, co-financed by the EUROPEAN SOCIAL FUND PLUS, should be followed. Through this public procurement, meals will be provided in 24 settlements, in 24 opened food distribution points on the territory of the municipality of Sungurlare, with a capacity of 525 people per working day. 5. Maximum estimated value of the procurement: up to BGN 695,436.00 excluding VAT. The estimated value includes BGN 13,636.00. excluding VAT for transport and storage of food, set as a flat rate of up to 2% of the cost of a unit of "hot lunch".
