Contract Description: This project focuses on the procurement and implementation of an Advanced Distribution Management System (ADMS/SCADA) and

procurement and deployment of new smart meters, aimed at modernizing grid operations and ensuring long-term sustainability.
The primary objective of the project is to replace CEDIS’s legacy systems with an integrated, advanced smart grid infrastructure that should:
ï‚· Reduce electricity losses.
ï‚· Enhance bill collection rates.
ï‚· Improve supply reliability and quality.
ï‚· Facilitate the integration of renewable energy sources (RES).
ï‚· Support national and EU-aligned energy efficiency and carbon reduction targets.
This is to be achieved through the implementation of a unified ADMS/SCADA platform, integrated with the Automatic Meter Reading (AMR) system, Remote
Terminal Units (RTUs), and Intelligent Electronic Devices (IEDs) located throughout substations. The integration will enable centralized, real-time monitoring and
control of the distribution network, allowing CEDIS to transition from manual, site-based operations to a remote, automated grid management approach.
Moreover, the transition to SCADA/ADMS is an essential step to implement the range of national and global environmental commitments, including the reduction of carbon emissions and the integration of clean energy. It can be said that the smart meters would facilitate a balance of demand and supply in the energy system which will be particularly important as for the reduction of carbon emissions.
Technical Proposal is related to Project Implementation Unit (PIU) Consultancy services to assist CEDIS with project preparation activities as well as project
implementation covering Tender preparation and implementation of the following components:
ï‚· Assistance with the Establishment of the PIU
ï‚· Assistance with Procurement, Tendering and Contract implementation
ï‚· Assistance with Compliance & Reporting Obligations under the Financing Documents
ï‚· Environmental and Social Implementation Support
ï‚· Support in Project implementation for SCADA/ADMS
