Technical Support to EU Market Access Team and Trade Policy Analysis in Peru (Framework Contract FPI, Lot 4)

Detailed description of project:

The overall objective of the action was to contribute to improve trade and investment relations between the EU and Peru and further the implementation of the Trade Agreement with Peru, by improving knowledge of market access barriers and providing EU SMEs with updated information on accessing and investing in the Peruvian market.

The action provided reinforcement of the knowledge base and legal analysis of DG Trade and of the EU Delegation on market access and investment issues faced by European economic operators in Peru, as well as up-to-date and comprehensive information to the EU Market Access Team and EU economic operators as regards the Peruvian regulatory environment particularly in connection to the implementation of the FTA obligations or OECD standards. In addition to identifying market access issues through the mapping and gap analysis of the Peruvian legislative and regulatory environment, the project aimed to identify the best ways to approach them, proposing possible solutions to the EU Market Access Team.

The European and Latin American Business Services (ELAN Biz) component of the project contributed to improve EU SMEs’ market access in Peru by providing them key up to date and comprehensive information on the Peruvian market and some of its specific sectors (i.e. regulatory environment, business opportunities, financing mechanisms).

Type of services provided:

• Mapping and gap analysis of legislative and regulatory environment and use of trade policy instruments through monitoring reports
• Report on key investment and PPP opportunities for EU companies and several ad-hoc legal analysis.
• Input to ELAN Biz web platform for Peru (update of existing infocards, production of new infocards and operation of the Ask-the-expert service)
• Preparation of two Position Papers on business climate, trade and investment in collaboration with and under the responsibility of EuroCámaras
• Briefings, meetings and ad hoc support to EUD
• Participation to events to present, support and improve the visibility of the project among relevant stakeholders.
