Narrative description of Project:

The objective of the consultancy is to achieved in two stages:

Stage1 : Design and propose two or three options for the QNP’s institutional setting to the Government, donors and other interested parties taking into consideration the current and future institutional and legal frameworks under which these ideas can be developed. A small workshop will be held to present the strengths and weakness of the various options and to come to a final decision.

Stage2 : After the choice of the option is made, develop the detailed legislative, procedural, and technical basis for the implementation of the chosen institution setup.

Description of actual services provided by your staff within the assignment:

The study will set out to determine a number of different legal and institutional options that can function within the existing legislation, the pending conservation policy and the development to establish a trust fund for the protected areas of Mozambique. The study will draw off and build upon the lessons that have been learnt through the first, five-year phase. The ultimate objective, to be agreed at a stakeholder workshop, will be to seek the option that will lead to effective management of the park such that its conservation targets will be ensured. The study will take into account the discussions that have already occurred regarding the legal and institutional setup for the park and second-phase of the project. It will draw off the different institutional models that are already in place in Mozambique and those from elsewhere in the region and across Africa. The options that will be proposed will be innovative while always seeking, where possible, to operate within the policy and legislative framework that exists. The proposed options will be presented with all pros and cons, strengths and weaknesses and risks involved.

Once the legal and institutional options has been selected, the team will design the roadmap for emplacing that option, including all legislative, procedural and technical steps that need to be taken.

The study will use the following methodologies:

a) Literature review; b) Consultation; c) preparing and presenting the options; d) preparing the final proposed institutional setup.
