Description
The project consists of the preparation of a natural gas strategy master plan for the development of natural gas in China and other related activities. The output of the project will present a roadmap and ways to accelerate and co-ordinate the natural gas development. The project will cover an assessment of the expected domestic production, consumption and imports of natural gas in order to estimate the share of natural gas in China’s energy mix for the coming 15 years which will also take into account the estimated corresponding investments required in natural gas infrastructure as well as proposed natural gas pricing and taxation structures. The project will provide guidance for 1) the implementation of the results elaborated in the master plan and address possible obstacles to the implementation, and 2) the development of a regulatory framework for the natural gas industry against the background of the elaborated master plan and EU experience. The project will introduce and deliver capacity building pilot programmes on strategic topics based on European experience and expertise to Chinese stakeholders. These programmes will include but not be limited to: natural gas resources assessment methodologies; standards for the natural gas industry and standards in natural gas trading and contracts.
