Project: (LAO/336)  Skills for Tourism, Agriculture and Forestry (STAF) Programme

Description: The development of human resource capacity in the Lao PDR remains a priority under the upcoming 10th National Socio-Economic Development Plan (NSEDP) 2026 – 2030, both with respect to higher quality education and improved labour force capacity. Strengthening human resource capacity through quality, relevant and accessible Vocational Skills Development (VSD) services is, therefore, a priority. The STAF Programme aims to foster and facilitate meaningful change in the VSD sector in the Lao PDR.

Digital for Development (D4D) 1 is a crosscutting theme of the STAF Programme. Therefore, one of the ways the Programme aims to improve the relevance and quality of VSD services, and their delivery, is through strengthening the capacity of teachers and college managers in the integration and facilitation of
technology-enhanced teaching and learning and increasing access to online open educational resources. To support this, the STAF Programme requires technical expertise to conduct a Digital TVET Situational Analysis and develop a 2025-2027 Workplan which will guide initiatives to improve technology-enhanced teaching and learning and online access to TVET courses in vocational schools/colleges.

Duration: The performance period is three months.
