Objective:

The purpose of this evaluation is to document learning from this programme, assess the extent to which anticipated outcomes have been or are likely to be achieved and inform future phases of DFID Nepal’s disaster resilience.

Specific objectives of the evaluation:

The specific objectives of this evaluation are to:

a. Assess the extent to which anticipated outcomes have been or are likely to be achieved, including assessment of the contribution of individual project components to progress against outcomes.
b. Test the assumptions and logic in the overall theory of change for the programme.
c. Review the effectiveness of policy interventions and processes supported through the programme.
d. Assess the sustainability of the structures and processes established through the programme 9 .
e. Assess the effectiveness of the capacity building / training programmes, community structures put in place through the programme and their linkages to higher levels of governance.
f. Assess whether funds have been used effectively and efficiently to deliver desired results, providing good value for money, whilst benchmarking with similar programmes and processes.
g. Assess the extent to which gender, caste and disability have been considered and addressed by programme interventions.
h. Document lessons learned and provide recommendations for future programming.
