Detailed description of project:

Feasibility study for the elaboration of a German-Indonesian forest and climate change programme to support the REDD mechanism in Indonesia - FORCLIME.

The study designed a concept for a seven-year implementation programme for several districts of Kalimantan, which still comprise large areas of primary rainforest and national parks

Target area for investment measures of German Financial Cooperation in Kalimantan were:

  • Malinau District;
  • Kapuas Hulu District;
  • Berau District.

The study defined area based demonstration activities for three districts of Kalimantan including land use planning with CO2 savings, reduced impact logging, FSC certification, designation of community conservation areas, designation of buffer zones between protected areas and timber concession forests.

This was one of the first studies worldwide dealing with the REDD concept (Reducing Emissions from Deforestation and Forest Degradation) to mitigate climate change.

Type of services provided:

  • Evaluation of national policy and strategies regarding REDD/climate change and forestry;
  • Preparation and evaluation of a catalogue of possible programme and project measures;
  • Assessment of realistic options for linking REDD to carbon markets;
  • Definition of land resources, use and management incl. project areas, specific site requirements, criteria and indicators to select the envisaged districts, villages/communities and private entities;
  • Quantification of reduced emissions from REDD for pilot project using calculation models according to environmental standard METT (Management Effectiveness Tracking Tool);
  • Elaboration of financial and economic analyses for the envisaged income generating measures;
  • Formulation of compensation and distribution systems for REDD payments;
  • Support to the national REDD and climate change commissions as well as to the REDD task force on provincial and district level;
  • Impact, sustainability and risk analysis for the programme.
