Description
The successful tenderer will be asked to provide support services to the Strategic Dialogue project in Viet Nam through the deployment of (short-term) experts and the organisation of seminars and study-tours. In particular, the successful tenderer will be asked to undertake high-powered studies on a number of topical human rights and governance subjects (the UN convention against torture, the death penalty and the International Criminal Court, etc), which can help inform the EU – Viet Nam debate in the light of international best practices and experiences in other countries, including in the Asia region.

Project details:
The long-term objective of the “Strategic Dialogue Project”, to which this contract shall contribute, is to promote good governance, democratization and respect for international human rights in Vietnam.
The project is intended to provide technical assistance to support:
• The EU-Vietnam Human Rights Dialogue;
• The EC – Vietnam Sub-Group on Co-operation in the areas of Institution Building and Administrative Reforms, Governance and Human Rights.
The specific objectives are to raise awareness of and to encourage the EU-Vietnam Human Rights Dialogue as well as a transfer knowledge and capacity building.
Target groups : Ministries and Institutions of the Vietnamese Government in charge of the specific issues addressed in the Human Rights Dialogue and the meetings of the Sub-Group, the Supreme People’s Court, the Supreme People’s Procuracy, the Communist Party of Viet Nam, the National Assembly and the Viet Nam Fatherland Front
The services provided are :
- the organisation of topics and studies linked to the ratification of international conventions (UNCAT, ICC, ICWM) as well as topics related to administration of justice issues
- studies and recommandations for further action with regards to freedom of association, freedom of religion and freedom of expression
- the organisation of discussions with stakeholders for the research of the studies
- the organisation of study tours
