Description:
The overall objective of the programme is to improve the quality of life of the most disadvantaged poor by means of support to small scale initiatives designed to reduce vulnerability related to natural disasters, enhance access of disadvantaged communities to Local Government services, and improve health and hygiene condition.
The programme aims to enhance:
Effectiveness of local NGOs to support and strengthen vulnerable communities' capacity to manage and respond to natural disaster.
Effectiveness of local NGOs to support and strengthen the role of local communities, organizations, and (elected) government institutions to deliver effective services for poverty reduction and development within the context of good governance.
Effectiveness of NGOs to ensure among local communities, sustainable changes of hygiene behaviour, and access to safe water and sanitation facilities.
Because of the strong focus of the programme on institutional capacity building of NGOs, the entire work of responding to the second of three EC Calls for Proposals by formulating proposals and manage projects in case of grant award, is valued as an important exercise contributing to the improvement of the institutional capacity of the applicants.
Specific objectives of the assignment:
To check the administrative compliance of the proposals;
To assess relevance, effectiveness, and sustainability of the proposals as described in the Concept Notes and indicate those proposal which qualify for the next stage of evaluation, i.e. the evaluation of the full application; and
To identify, based on the evaluation of the application forms, proposals to be proposed for funding.
Both the evaluation of the Concept Notes and the evaluation of the Application Forms are based on the evaluation grids provided in the guidelines for applicants.
