Project Title: Enhancing the system of protection of rights in public procurement procedures in Serbia

Assignment description:

The expected outcome of this Assignment is that the system of protection of rights in public procurement procedures in Serbia will be enhanced through the establishment of a regional network of peer institutions and the production of a Manual on the Protection of Bidders Rights in Public Procurement in Serbia.

The selected Consultant is expected to provide the following services:

1. Provide targeted training to Client staff and officials on international best practice in public procurement rights protection,
2. Fostering the cooperation and the exchange of information between the Client and other regional complaint review bodies in the Western Balkans, including:
a. Organizing the regional conference in 2016. The subject of the conference would be predominantly related to achievement of an agreement at regional level on establishment of a network of institutions providing protection of rights in the region including a regional forum (e-platform).
b. Creating the network of institutions providing protection of rights in the region, with few advisory meetings aimed at preparation of all the necessary documents.
c. Assistance in the planning of a joint regional e-platform i.e. portal that would contain all the relevant information for bidders regarding the ways to protect their rights in any of the countries in the region.
3. Providing training of tenderers from both Serbia and the wider WB region on regulations from other countries, stimulating their participation in public procurement procedures conducted in other countries in the region.
4. Drafting of a Protection of Rights in Public Procurement Manual that would include a comprehensive but brief presentation of the regulations from all of the countries in the region, with essential information on the ways how to use legal remedies.
5. Analysis of the legal practice of the institutions responsible for protection of rights in public procurement procedures in the Serbia.

Assignment Duration: The Assignment has an estimated overall duration of 12 months.
