Institute was founded in 1972, the founder was Municipal Assembly Banja Luka and the origin name was „Institute for materials testing Banja Luka". From the date 04.09.2015. Public institution Institute for materials and construction testing of Republic of Srpska operates under the new name Institute for urbanisam, civil engineering and ecology of Republic of Srpska Banja Luka.

There are two business units which are integral part of the Institute: Institute for materials and construction testing of Republic of Srpska and business unit in East Sarajevo.
