The State has defined the general intervention framework of SAED through the LPDA (Letter on Agricultural Policy and Development) and the PDRG (Master Plan for the Left Bank of the Senegal River). Law No. 65-001 of January 20, 1965 creates the Senegal River Delta Land Development and Exploitation Company (SAED) with the status of a Public Establishment of an industrial and commercial nature. By Law No. 79-29 of January 24, 1979, SAED saw its field of intervention extend over the entire Left Bank of the Senegal River as well as to the Falémé Valley. The SAED will change status thereafter and will become a National Company from December 1, 1981 according to Law No. 81-57 of June 29, 1981.

D2: Maintenance of hydro-agricultural infrastructures
 
Expected results
The functionality of the hydro-agricultural infrastructures is ensured by the cutting of 386 km of adductors and drainage outlets, the restoration of 140 km of protective dikes and feeder roads and the maintenance of 3 900 ha perimeters.
The functionality of electromechanical and hydromechanical equipment is ensured by the maintenance and renewal of 87 pumping equipment
