KAYSERİ BÜYÜKŞEHİR BELEDİYE - The first municipality organization in Kayseri was established in 1869. The first mayor was Mollaoğlu Mustafa Ağa from Kayseri gentry. Later Mehmet Ali Efendi from Tavlusun was appointed to mayoralty with the sultan’s order and served for a while. After Mehmet Ali Efendi from Tavlusun, the mayor was Imamzade Mehmet Bey. During the Erzurum and Sivas Congresses the late Rıfat Çalık who was one of the ex-minister of justice member was the mayor. Then, Nakipzade Ahmet Bey acceded. During 1924-1925 years Rıfat Çalık again became the major for a while. After Nakipzade Ahmet Bey, İbrahim Safa Bey, Muhittin Bey from Hacılar, Lawyer Necmettin Feyzioğlu and Kayseri Governor Nazmi Toker carried on the task.
