CONSAP Concessionaria Servizi Assicurativi Pubblici SpA , wholly owned by the Ministry of Economy and Finance, was formed in 1993 by spin-off from the National Insurance Institute (INA), on the occasion of its privatization.

At the time of its establishment , Consap, under a concession granted by the then Ministry of Industry, Commerce and Crafts (now the Ministry of Economic Development), was attributed the activities of publicity importance already at the INA, among which the so-called "legal assignments", portions of premiums that insurance companies paid by law to INA on the risks assumed for life policies and that Consap had been instructed to return to the companies themselves.

Numerous others have been added to the initial activities inherited from the INA, in particular the management of the Guarantee and Solidarity Funds, attributed to Consap by law or by concession or by convention as they pertain to the institutional purposes of the Company, for their advertising aspects.
