Who we are

Commerce Dot Com Sdn Bhd (CDC), is an e-commerce service provider incorporated on 21 June 1999. The company has a paid-up capital of RM40,000,001. The government through the Ministry of Finance owns one golden share in the company. It was initially a joint venture between a Malaysian investment holding company, Puncak Semangat Sdn Bhd and a Japanese IT consulting services company, NTT Data Corporation.

CDC was established with the sole purpose to participate in the Government open tender with a Build, Operate and Transfer (BOT) business model. The tender is to develop and operate the first-of-its-kind electronic procurement system for the Federal Government of Malaysia (ePerolehan) that cater goods and services. It was a national project under the Electronic Government as part of the MSC flagship applications.

With the success of the ePerolehan project in transforming the Government’s manual procurement process, the concession agreement between the Government and CDC was extended with an Outsourcing of Services (OOS) contract model.

A major upgrade to the system which was completed in December 2017 offers crucial technology breakthrough that provides greater efficiency, transparency and data integration that is on par with world best practices.

What we do


CDC, through the implementation of ePerolehan has tremendously transformed the public procurement landscape in Malaysia and benefited both the Government and businesses in many ways.

CDC acted as a catalyst for nation building in the country. The implementation of ePerolehan was the driving force of e-commerce in Malaysia. Over the past two decades since the implementation of ePerolehan, Malaysia saw rapid adoption of ICT across Government departments and agencies as well as businesses; over 15,000 government users and 180,000 suppliers were equipped with IT infrastructure. ePerolehan has led to human capital development and technology advancement; 300,000 people from the government and businesses were trained with necessary IT skills and ePerolehan system while more than 500 IT experts were acquired and created through the development of the system. ePerolehan also contributed to the development of the small and medium enterprises (SMEs); over 100,000 SMEs dealing through ePerolehan projects. ePerolehan spurred the development of related businesses including system integrators, training providers, telecommunications and ICT hardware vendors.
