The Region of Murcia, a perfectly defined historical entity within Spain, making use of the right to autonomy recognized by the Constitution and based on the freely and democratically expressed decisions of its City Councils and the Pre-autonomous Regional Council, expresses its will to constitute itself in the Autonomous Community, in accordance with the provisions of art. 143 of the Constitution and with this Statute, which is its basic institutional rule.

The Statute is the expression of the identity of the Region of Murcia and defines its institutions, powers and resources, with the conviction that the Autonomous Communities, under the principle of solidarity, contribute to strengthening the unity of Spain. The people of the region of Murcia proclaim freedom, freedom, justice and equality and expresses its willingness to advance along a path of progress that ensures a decent quality of life for all who live and work in the Region.

The Region of Murcia, in full respect for fundamental rights and public liberties, will promote the development of the different counties of the region on the basis of harmonious relations that allow to put an end to internal regional imbalances. To make the right of the Region of Murcia to self-government a reality, the Assembly of Parliamentarians and Provincial Deputies of the Region of Murcia, provided for in art. 146 of the Constitution, proposes, and the Cortes Generales approve, this Statute. in full respect for fundamental rights and public liberties, it will promote the development of the different counties of the region on the basis of harmonious relations that will make it possible to put an end to internal regional imbalances.
