TACIS (Technical Assistance to the Commonwealth of Independent States and Georgia) is the European Community's particular effort to support the ongoing process of economic reform and development in the 11 states of the CIS and Georgia. The objective of the programme is to help individual states to develop effectively-functioning market economies based on private ownership and initiative, and to encourage the development of pluralistic democratic societies. The five priority sectors are: training, energy, transport, financial services, food distribution.
