Universal Care Foundation Uganda (UNCF- UGANDA) is a Community Based Development NGO dedicated to the Integrated Service delivery in the Social & Economic Development Sector by empowering the Poor, Marginalised and Vulnerable to realise their potential and bring about change in their own Lives.Universal Care Foundation Uganda was founded by a Ugandan Social Worker / Veterinary personnel Isa Bakibinga Luigale out in Buikwe – Misindye, Buikwe District in 2004 after a scope study on Social Economic development progress service delivery for Survival and Healthy development progress in 10 Subregions of Uganda: - Acholi, Ankole, Buganda, Bukedi, Bunyoro, Busoga, Kigezi, Lango, Teso and West Nile in 2005 under the programme of Poverty and Hunger Alleviation. Over the course of his evolution, he was joined by Ms Joan. K, Atuhaire from Bushenyi, Dr. Herbert Muwaaya  a Medical Officer  from Kamuli, Joshua Sebwato Extension Agricultural Officer from Nakasongola, Ms. Zahra  from  Mbarara, Dr. Richard Lumu  Veterinary Doctor from Mukono, Ms. Sr. Damalie Tusuubira  Comprehensive Enrolled Nurse from Jinja, Shariph Isabirye from Buikwe, Francis Edwonu Security Officer from Teso and Ms. Hellen Abako Agricultural Officer from Koboko in 2007 . We have established ourselves as a pioneer pilot in recognising and tackling the many different realities of Service delivery Injustice.Our approach, therefore, is Comprehensive – with services in the Key areas of  Education, health-related services and care, social and economic empowerment, Finance and project development, human rights, Agriculture and Food security.We mobile, organize, sensitize, implement and monitor all our Itemized programmes as to curb illiteracy, poverty, hunger, child labor, unemployment and prevention of New HIV/AIDS Infections to the poor, marginalized and vulnerable and provide platform for them to come together, access to services, exchange information, knowledge, skills and raise awareness on social economic, legal, gender and other Issues concerning their daily lives and communities. Our Social Interventions integrated with the various development programmes from crucial linkages that increase the potential and capacities of their access to Social and economic empowerment and basic services to the survival and healthy development progress.
