PLANCO Consulting GmbH is a consulting organization established in  Hamburg in 1972 that offers expert research and advice to German and international clients in the field of international development cooperation, mostly Technical and Vocational Education Training (TVET). 

PLANCO's services in the field of vocational training and employment cover both the conceptual preparation and the implementation of projects in technical and financial development cooperation. In addition, PLANCO develops sector-related guidelines and concepts for political decision-makers.

PLANCO's services include analyses of state systems for financing education (budget revenue, use of funds, allocation mechanisms). This includes cost accounting and budget planning at the level of educational institutions, using special analysis and planning tools developed by PLANCO. PLANCO also develops approaches for the sustainable financing of vocational education and training and tests their implementation within the framework of corresponding development projects.
