Altus is a consultancy, investment and asset management company from Hungary, with a rich tradition in public sector consultancy.

Following its establishment in 1992 Altus has focussed on investment and business advisory services. The company also implemented investment projects of its own, acquiring stakes of a number of different companies, both in the framework of the Hungarian privatisation process as well as from other private companies. Several of these companies were reorganised, and then sold on to other investors. Two of them – MOTIM ZRt and Béta Roll – continue to be in the ownership of the Altus.

The speedily growing Altus group also incorporated “knowledge-generating” companies, with enterprises involved in education, management advice, environmental protection and organisational development activities. Among them, Perfekt Co. – sold off in 2002 to an external investor – occupied a leading position on the Hungarian accountancy and training market.

In parallel, Altus has also been active in management consulting and advisory services to the government and municipalities. Thereby, the emphasis was on the improved management of state and municipal – but also private – assets, the preparation of investment projects and company restructuring.

Since spring 2010, Altus – along with its subsidiary ConsAlt – is focussing on European Union affairs, public administration reform in the context of EU accession, as well as development policy and funding opportunities offered by the European Union – in both pre-accession countries and EU member states. The company has a large network of experts with many years of hands-on experience in many different sectors, at senior government-levels. With them, Altus is offering a unique blend of expertise, and a complete range of services in public policy and management, as well as development policy, from strategic planning down to the management of individual projects. All of this with special inside knowledge that is seldom found elsewhere.

Altus’ experts are people with extensive international experience, who were key players in the success story that Hungary has written by becoming one of the states were EU structural funding was used to the best effect. So far, their projects included assignments in Albania, Bulgaria, Croatia, Hungary, Kosovo, Lithuania, Macedonia, Montenegro, Poland Serbia and Turkey. Among Altus’s clients and business partners there are several renowned international companies and government agencies such as the German GIZ, OECD Sigma, WYG, East-West Consulting, the Austrian Development Agency, the Italian FORMEZ, or the French DATAR.

Over the last 3 years, Altus has acquired several high-profile consultancy projects all over the Balkans (see attached list). Currently, Altus’ experts are advising the Bulgarian, Croatian and Czech governments with regard to the preparation of their programming and institutional frameworks for the use of EU cohesion policy funds in the period 2014-2020. Altus is also involved a project led by the GIZ in Serbia, with the aim of reforming central government policy co-ordination. Other current assignments include advice to the Albanian Ministry of Economy, the Serbian European Integration Office, the Macedonian Secretariat for EU Affairs, as well as the Open Society Foundation (Soros) in Budapest. Altus is also working at sub-national levels: for example on the integrated municipal development plan of the City of Plovdiv (2nd largest city in Bulgaria), having recently completed the regional development plan of the North-Central Region of Bulgaria.

Last but not least, Altus is increasing again its activities in private sector projects –  providing business to business advice to Hungarian companies in the transport, IT and  telecommunications sectors to enter markets such as Albania, Bulgaria, Croatia, Russia or Serbia.
