From the beginning of the 1960s, only a few years after the entry into force of the Treaties of Rome, they intended to create an institute whose mission was to "deepen in the field of the moral, political and economic sciences the problems posed by the realization of an ever more united Europe ", in particular to enable the ULB to meet the imperatives of its geographical situation, in the capital of Europe which nourished the ambition to hold an important place in life European and international. The Institute has been conceived as a center for both teaching and research.
