MPROVING SOCIAL INCLUSION AND EMPLOYMENT OF PERSONS WITH DISABILITIES THROUGH EFFECTIVE POLICY
 

Bearing in mind the disabled person as an individual, a person with all general and specific needs, system solutions must enable every group of disabled people to shape, express and realize their basic development needs. As well as special interests, to have the same opportunities as people without disabilities, and above all to have the right to diversity.

Today, the position of people with disabilities must be seen first and foremost as a human rights issue. Disability is a complex social phenomenon that practically affects all areas of modern life and requires intersectoral coordination and partnership, development of entrepreneurial skills and knowledge, self-employment and opening of new jobs, cooperation of various authorities, local self-governments, the civil sector and persons with disabilities themselves and their organization. Emphasis is placed on guaranteeing the equality of persons with disabilities, non-discrimination and their full participation in society.

 
 
A REAL PERSON WITH A DISABILITY
 

The definition of disability is harmonized with the United Nations Convention on the Rights of Persons with Disabilities, to which the Republic of Serbia is a signatory (in 2009). It is based on the social model, that is, the understanding of disability from the context of human rights. The Law on Professional Rehabilitation and Employment of Persons with Disabilities defines a person with a disability as "a person with permanent consequences of a physical, sensory, mental or mental impairment or illness that cannot be eliminated by treatment or medical rehabilitation, who faces social and other limitations affecting ability to work and the possibility of employment or maintaining employment. A person who does not have the opportunity or has reduced opportunities to join the labor market under equal conditions and to apply for employment with other persons."
