CAG was founded 25 years ago by the four children of Carl and Anneliese Goerdeler who were still alive at the time. Ulrich Goerdeler, Dr. Marianne Meyer-Krahmer, Dr. Reinhard Goerdeler and Benigna Klemm decided to set up a charitable foundation based in Leipzig to keep the memory of their parents alive. The foundation was also established in response to and as a thank you to the city of Leipzig for its services to the memory of Carl F. Goerdeler. The then Lord Mayor, Dr. Hinrich Lehmann-Grube, 1995 the 50th anniversary of the death of the former mayor, Dr. Carl Goerdeler, who was murdered by the National Socialists on February 2, 1945, was commemorated at a ceremony. In addition, the city of Leipzig was planning to erect a memorial to Carl F.

In the post-reunification period, the founders wanted to give a positive signal for social development and the creation of democracy and constitutional structures in Leipzig and Saxony.
