The Cooperation and Cultural Action Service (SCAC) is responsible, under the authority of the Ambassador and within the framework of the latter's action plan, for the mission of strategic definition, design, implementation implementation and facilitation of civil cooperation and technical expertise actions in the areas defined by the partnership framework document signed between Niger and France. It supervises the various operators of French cooperation, it participates in discussion forums and the various coordination bodies of technical and financial partners. It co-chairs the Franco-Nigerien cultural center in Niamey and its branch in Zinder and is the privileged partner of the Alliances of Agadez and Maradi. Finally, it manages scholarships and internships awarded by the French government to Nigerien students and civil servants,

In addition, the SCAC is directly in charge of cooperation projects in terms of: governance (strengthening of the State and support for decentralization), higher education and research, and promotion of cultural diversity within the framework of the Francophonie.
