About

The Public Institution Office for the Management of Foreign Assistance Programs (OGPAE) ( originally called the Credit Line Directorate ) was created in 1995 within the National Bank of Moldova in order to implement the credit line granted for the development of the private sector, financed by the World Bank. According to GD no. 338 of 03.06.2020, the IP name "Credit Line Directorate" was changed to the IP Office for the Management of External Assistance Programs.

OGP AE has financial autonomy, it is a special unit, which has been assigned the following fields of competence:

1) contributing, based on relevant experience, to the formulation of proposals in the programming process related to cross-border and transnational cooperation programs;

2) ensuring the support of national beneficiaries in the process of submitting the application for funding within the project calls from the cross-border and transnational cooperation programs;

3) ensuring the support of national institutions in undertaking the necessary actions for the designation and implementation, at all stages, of the national management and control system related to cross-border and transnational cooperation programs, but also at the implementation and monitoring stage;

4) contributing to ensuring the visibility of cross-border and transnational cooperation programs eligible for the Republic of Moldova;

5) ensuring the organization of training for beneficiaries, auditors/controllers and national institutions regarding the rules of cross-border and transnational cooperation programs;

6) active participation in the evaluation process of project proposals submitted within the calls launched in cross-border and transnational cooperation programs;

7) recrediting and administration of the resources of investment credit lines for development through eligible participating financial institutions, financed from external state loans and/or other funds and grants granted to the Office for management and records;

8) implementation of external assistance projects/programs according to the provisions of normative acts or assistance agreements concluded with external development partners;

9) other areas assigned by normative acts, including those of the founder, within the competence of the Office.

 

The work of OGP AE is led by the Director of OGP AE, who reports to the OGP AE Board, donors and creditors.
