Based on the premise that drug use is somehow unavoidable in modern societies, Harm Reduction focuses on goals that are achievable. This pragmatism stems from a historical view of drug use. Despite huge financial outlays for combating drug addiction in the second half of the 20th century, the effects of these actions turn out to be insufficient; do not bring the expected results in terms of reducing the number of people using drugs. It is beyond any dispute that the extent of drug use is disproportionately greater today than, say, 30 or 20 years ago. Ejecting passwords "drug-free societies" is proving, to put it mildly, overly optimistic.

Harm Reduction recognizes that drug use is secondary to the harm that drug use causes. Minimizing the costs of drug use for the addicted person, the environment in which he or she lives, and the whole society is a priority. Although Harm Reduction believes abstinence is the best solution, it focuses its efforts on reducing the harmful effects of drug use, not on preventing drug use. Harm Reduction respects the human dignity and rights of drug users. He does not treat the fact of using drugs in terms of moral judgments.
