About

The Children’s Legal Bureau (CLB) started as a special project of the Protestant Lawyers’ League of the Philippines (PLLP) Cebu Chapter with Atty. Magdalena Ramos Lepiten as the chairperson.

In August 1996, after a consultation of NGOs and GOs working for children, the need to form a legal group to focus on children’s concerns transpired. In September 1996, it was proposed and approved during the regular meeting of PLLP Cebu Chapter that a special project for children’s cases will be created. Thus, CLB was organized with Atty. Lepiten as its Executive Director.

In February 1997, the Justice for Children Program, the first project of CLB-PLLP, started in partnership with the Children and Youth Foundation (CYFP), now Consuelo Foundation. Implemented from February 1997 to January 2000, this three-year project included legal aid, education and training, policy advocacy, and networking components.
