The DAVAR is responsible for the preparation and implementation of New Caledonia’s policy in terms of: zoosanitary (animal health) and phytosanitary (plant health) regulations; zoo and phytosanitary border controls; hygiene and veterinary public health; statistics of interest to New Caledonia in the fields of agriculture, agri-food and rural areas; water resource in the public domain of New Caledonia.

Its missions are carried out in particular in the following areas:

• development of draft regulations and protocols; policing, carrying out checks, inspections and certifications, implementing surveillance plans; carrying out checks, diagnostics, analyzes and laboratory studies; creation of databases, installation and operation of statistical measurement networks, establishment of observatories, development and dissemination of statistics; carrying out studies and assessments, and preparing files contributing to the planning and evaluation of public policies within the jurisdiction of New Caledonia; participation in the preparation, evaluation and review of the planning and development plan for New Caledonia; participation in the control of public establishments and professional organizations of interest to New Caledonia, subject to the responsibilities of the other services of New Caledonia in financial and economic matters; implementation and control of New Caledonia’s aid to the rural sector.
