The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

At its meeting in Helsinki in 1992, the then-CSCE Council requested the Chairman-in-Office to convene as soon as possible a conference on the Nagorno-Karabakh conflict involving Armenia and Azerbaijan. This event was to take place in Minsk and provide a forum for negotiations towards a peaceful settlement. In 1994, the OSCE Budapest Summit established the so-called Minsk Group, which continues to work for the creation of conditions in which such a conference can take place.

The Group’s permanent members are Belarus, Germany, Italy, Sweden, Finland, and Turkey, as well as Armenia and Azerbaijan. On a rotating basis, also the OSCE Troika is a permanent member.
