The new transformations registered at the level of the European Union have required the reconsideration of the importance of cross-border cooperation and the definition of a new concept for supporting the development of border areas.
In this context, during the negotiations with the European Commission on Chapter 21, "Regional policy and coordination of structural instruments", it was highlighted the need to create new structures in the territory, which would be involved in ensuring the management of cross-border cooperation programs.
These new structures, called Regional Offices for Transfrontier Cooperation (BRCT), located near the common border areas, aim to ensure the management of the Neighborhood Programs.

Thus, 5 regional offices for cross-border cooperation were established, in Iași, Suceava, Timișoara, Oradea and Călărași, through the association of Regional Development Agencies from the common border areas. These offices are bodies with legal personality, non-governmental, non-profit and apolitical, operating in the field of regional development and cross-border cooperation.

The main established objectives of the regional offices for cross-border cooperation are:

Promoting cooperation between regions, communities and authorities located on both sides of the Romanian border to solve common problems;
Conception and implementation of cross-border strategies and projects that contribute to the development of the respective communities in terms of increasing living standards and economic development;
Promoting good neighborliness, social stability and economic progress in the border regions, by financing projects with visible benefits for the regions and communities in these regions;
Supporting the achievement of decentralization of responsibility, by promoting local initiatives, carried out within local strategies.

To achieve these objectives, the Regional Offices for Cross-Border Cooperation carry out a series of tasks delegated by the Phare Cross-Border Cooperation Directorate within the Ministry of European Integration, in relation to the planning and implementation of Neighborhood Programs.
