The National Employment Agency is a public institution responsible for registering job seekers in Togo and offering them work or helping them take their first step into the business world. Its legitimacy is derived from Law No. 2006-010 of December 13, 2006, in its Articles 202, 203, and 204. These provisions are reinforced by the adoption of Presidential Decree No. 2008-069/PR of July 21, 2008, on the responsibilities, organization, and operation of the National Employment Agency.

Its purpose is to “contribute to the development of the national employment policy, to establish a reliable database on employment and the workforce in Togo by drawing on all existing databases in other departments or organizations. It must address all issues relating to the modalities of the workforce at the national and international level and participate in the organization of competitions and examinations for professional training and development.”
