ICAP "Rafael de la Sierra" succeeds the CEARC, as an autonomous body whose general purpose is the training of personnel serving the General Administration of the Autonomous Community of Cantabria, the Local Police forces, and personnel involved in the public service of civil protection and emergency management.

It will also collaborate in the training of staff at the local administrations of Cantabria and the University of this Autonomous Community.

Finally, with this new regulation, ICAP establishes itself as a benchmark in promoting research and the study of public management techniques; it strengthens its role as a regional promoter of employment training plans within the framework of AFEDAP, as well as its collaborative scope with other institutes and entities in the public and private sectors to achieve its goals.
