CINOR (Communauté Intercommunale du Nord de La Réunion) is a community of municipalities located in the northern part of Réunion Island. It includes the cities of Saint-Denis, Sainte-Marie, and Sainte-Suzanne. Established in 1997 and later transformed into an intercommunal structure in 2001, CINOR covers a vast area of 28,992 hectares and has a population of about 207,487 inhabitants.

CINOR is responsible for a variety of services, including urban planning, economic development, waste management, transportation, environmental services, and providing social services to the population. It plays a central role in the region’s overall development and sustainable growth.
